The Solano Community Tennis Association (SCTA) was organized in 2021 to encourage, promote, and develop tennis for its lifetime recreational and physical fitness advantages within the northern Solano County area. That remains its mission. However, it became evident that, to be successful, the SCTA needs to work with other like-minded activities and speak with one voice with outside agencies. In 2022, the Vacaville Pickleball community proposed that the SCTA establish a Pickleball Division in accordance with Article VIII of the SCTA By-Laws.

The SCTA agreed to integrate the local pickleball community as an autonomous division within the SCTA under the supervision of the SCTA Board of Directors. The By-Laws Amendment to make that happen was approved by SCTA membership at its annual meeting in January 2023. The Pickleball Division is organized and operated to support the same charitable purposes for pickleball as the SCTA does for tennis. To reflect the larger population served, the SCTA also filed an FBN Statement to do business as (dba) the Northern Solano County Racquet Association.
